Observer Passport
The Observer Passport makes the observer explicitly observable without claiming that every observer is conscious. It can describe a human, instrument, AI system, institution, research team or other observation-producing system.
Boundary: “observer” here is an operational role in an observation relationship. It is not automatically a claim of phenomenal consciousness.

Why this matters for iCIDM and iInstitution
A publication can record what CIDM observed. An Observer Passport can additionally record who or what was capable of making that observation, by which method, with what limitations, and under what assumptions. This gives the institutional mirror a concrete object type rather than leaving “self-observation” as metaphor.
Observer is a role · Consciousness is an open question · Capability and self-monitoring do not by themselves establish consciousness.
