460 Active Reference Gateway

The City already has a mature architecture for the 460-reference pilot: Reference Passports with identity, evidence, knowledge, relationship, validation, evolution and reuse layers. The canonical 460-record data source has not yet been recovered in today's file scan, so this gateway does not fabricate them.

Recovery status: specification and pilot documentation recovered; canonical 460-row reference population still pending. Digital CIDM will attach those records here when the source is found.

L1 · Identity Passport

Stable citation, persistent IDs, publication type, year, source, access, verification and version.

L2 · Evidence Passport

Purpose, design, population/material, methods, findings, limitations and evidence classification.
