This is the current machine-built row-level union used to reconcile the historical CIDM publication ledger. It combines the mature 1,778-row denominator-active base, exact-deduplicated recovery objects, and the latest iReview addition.
Do not read 1,951 as the final publication count. The historical working ledger remains 1,947. The row-level union is +4 higher, and the historical correction ledger does not preserve identities for those four adjustments. We therefore preserve the discrepancy rather than deleting four papers to force the old number. Policy harmonisation is separately OPEN.
